My suggestion for new EPA rules.

New EPA rules, all States.

All retailers, distributors, wholesalers, manufactures, and any other group that sells any type of pressure washer, hot or cold, home use or industrial are herby informed that there is a 44 minute video of proper use of pressure washers and more importantly how to and not to dispose of all waste water.

After seeing the video there is a test and you must pass this test before you are allowed to buy any pressure washer.

Like a gun you must fill out a long list of personal information about you to be checked by local, state and federal government to see if you have been caught in the past allowing waste water to flow down the storm drains, if so you shall be forbidden to buy another pressure washer.

There is a $35.00 fee to administer this test; the fee helps offset the cost of researching the named person for any previous violations of the laws.

This test shall be taken each time the individual buys another pressure washer.

Further let it be known that all manufactures, retailers such as Sears, Penny’s, Home Depot, Lowe’s and others must keep a record of whom they sell to and are required to help pay for the hiring of EPA cops to be sure the law is being followed.

This new law will end all others and shall become a part of the Clean Water Act of 1972.

It is now effective.

A Grandfather clause to be included to allow all those in the business of pressure washing as of January 24,2003 to be considered in compliance with the laws.

I guess you should probably forget about running for office in the next PWNA election as well.

Just wondering if PWNA has a money back gaurantee in the bylaws? Just kidding of course.
 
I have a better suggestion. Everyone has to pay the Fed's 10% over the standard Income tax, FICA, State, FUTA, etc. This money will be administered by the "Keep Scott from starving fund". There will be a small administrative fee attached to any money;s that come through the fund. All funds will be used to have the three inspectors that we have available to inspect all Pressure washing contractors, enforce all codes, and provide for the cleanup of any malfeasance by contractors. If a contractor does over $10,000,000 a year he will be requires to pay 20% of his gross revenues.

The "keep Scott from starving fund" is now accepting applications.

I did like the part about paying only 20% on the 10 million. Hell there were so many zeros in that number you stated that my fingers would have gotten tired typing them. Too much "squeezing the gun lately", ya know?

Sometimes there's a tradeoff for being cynical though huh??

Jon, good post, I agree with you.

Contractors license would also be a good one, will help cut out some of the riff raff, not all, but some.

When I registered for my Waste Haulers Permit with Public Works, they were unaware that their is portable equipment to recover water. He got all excited and copied everything to take to his next meeting. They said they were not enforcing the Clean Water Act with PWers, since they figured it would shut everybody down.
 
Alan I am not so sure requiring us to get contractors licenses is the way to go, how many plumbers, electricians, builders, and others in trades where a license is required break the laws, many and some get caught, most don't.

Would it truthfully be any different in our trade? So the low baller, fly by nighters etc. will still be out there doing their thing while us guys who obey the laws pay big money and study for test and renew every year.

What will change?

I am not saying NO to licenses but that will not solve the problems.

Why is it always us at the bottom rung that have to carry all the heavy weight, why not start at the top and enforce it that way, just think of all the extra money those companies can make with the added equipment they will sell!
