The most expensive part of the chemical is shipping it. If you don't have to ship water, think of the cost savings.
I use to sell 55 gal drums with about 3 gal of concentrated product in it. You would then fill up the drum and it could then be cut at about 100-200 / 1 dillution ratio from there. Cut shipping cost by almost 65%. Customers then bitched that they were paying too much for the concentrated product. I had to resort back to filling and shipping the drums with water again to overcome the issue.
