EPA, September 15, 2003). The guidance covers several issues related to the implementation of the MS4 program, including public availability of NOIs, opportunities for public hearings, and review of NOIs by permitting authorities.[/FONT]

Does this mean that enforcement could be challenged in court because they skirted the court's decision? Or does it mean we would have to file a claim for a public hearing and wait?

I would say Yes. What this means is, what Houston did was illegal and their BMP's are not enforceable. They did not follow legal protocol, therefore their BMP is null in void.

That doesnt matter, they made separate ordinances. THE PWNA is LOST AGAIN, not Robert. The leaders, this is why Robert did not post this. LOL

The PWNA I hope, because if Robert has your account info that would be against the rules.

You have your own account? When you post something you use your account. When you posting in the name of PWNA it’s from your desk I would imagine. You’re the ED for the org, I will assume like I said above Robert didn’t post it because he knows that regardless of that period city ordinance over rules any of this.

The problems are not specifically the BMP, if you’re willing to educate yourself instead of assuming you know everything about wash water control I would be willing to share my info like I have with Robert.

If Robert said he never learned anything from me about this it would be a lie. We both have learned together on this Road over the last ten years.

Politically Roberts said his efforts have not been received well.

Does this mean Robert has no business in Houston, for the record I invited Robert your chair to attend Houston representing the UAMCC. (THOSE ARE FACTS)

Frankly I don't care what org joins the coalition for fair washing practice. We have asked them all and have had great response from all except you are allowing our personal relations cloud your mind.

Mike you’re the director of the national org, I run the Largest Cleaning Expo events in our industry history. We should continue working together instead of looking foolish here on the web fighting.

As a matter of Fact for the record Mike I truly do not care, I sent apology letters for hanging up on the BOD. I reach our by inviting you to go golfing in San Diego. Frankly if you want to hold a grudge over me disagreeing with you, that cool.

You wonder why people are maybe afraid now to stat there real opinions? They know you don’t really want them.
