Interesting about the epoxy type finish....I'm guessing maybe a solid stain. Typically when cleaning wood I strip it all the way down to remove dirt, mold, and previous finish to begin anew. However, maybe your friend is just trying to "tighten it up" which if that's the case, it would be nice to know what coating is on the deck now. That would help to determine a safe cleaning agent that will kill the mold but not affect the "epoxy" finish. If it were me, I would try sodium hypochlorite diluted 5:1 to start. don't scrub anything. If we're talking about mildew; the bleach will kill it in a couple of minutes then rinse. I would go all the way down to 2:1(2 parts water 1 part bleach), and if that doesn't do it then time to go a strippin'!
