Drilling hole under hwy

Will I got a freebe coming up for a hunting pal.He's wanting me to drill a hole under the hwy for a water line.

Have any of you every done this?
What kind of problems will I run into,,law,,phonelines,ect.

think I can take a 1/4 or 3/8 steel pipe threaded together as needed to push it under and what maybe a turbo tip?

Out in California you would need a Water Easement agreed to by all parties. Could be a can of worms.

i have seen it done and they used a zero tip. not sure how your going to get it done?

your in a rural area i'm sure theres all kind of problems.

i would have the area blue staked for gas lines and telephone.
