Concrete Pool apron sealed/stained with mildew

I need to bid cleaning this pool apron that has concrete with an older sealer/stain that has mildew apparently in or under the sealer but not sure. The stain color is fading a pretty good bit already. How would you clean this? Do you use a surface cleaner on this? or just a strong housewash mix?

Thanks Celeste, I kinda already hinted it's due to re-seal and that is not my field, so they are going to talk with whoever did it the first time.

It doesn't just need sealing - the color looks like butt Sealer wore off, took the color with it and the black ick is the dirty concrete. SELL SELL SELL!!

So should I bid to strip it with caustic and the surface cleaner to prep it for someone else to re-seal?

Okay - I can't see the photo well enough to determine what's actually there. Depending on WHAT is still there (and I would hazard a guess that it's not actually a stain as much as it is a topical concrete paint) there is a high likelihood that you could simply clean the daylights out of it and reapply the same stuff.

If you have other pics and want to email them to me, I can take a better look. I'm betting you can redo that color & seal yourself, seriously. There may also be other coatings that could go over what's still intact there and give them another look as well.
