Rain on a windshield. I saw some yesterday, too.
 
I agree with Scott (Squirtgun),its a plane being de-iced. The view is from inside the plane and that is the engine cowling lower left of pic. ( 737 ? )
 
Silly? no really...a wing with an ice dam on the leading edge creates very little lift.
Lift is a good thing when you are flying.
