Aluminum Window Frame Stains on Building

Hello Everyone, I got a call to bid a building cleaning that has black stains that appear to be running down from the Aluminum Window Frames onto the Sides of this building. Some are like shadows and some are very black. When I look very close it is the cement/grout that is holding the aggregate onto the wall that is dark. I tried some chemicals but it was getting dark yesterday and I will go back today and try some more. Has anyone cleaned something like this before? What worked for them? Thanks for any help.
 
Is there a flat roof on this building... If there is, The roof is leaking down off the roof on to the window back down to the ground...Which in turn is tar or pitch or what ever you want to call it, But it is from the roof...

The roof I am sure is flat but there is a barrier (if that is what it is called) about a foot and a half around the building that keeps people from walking off the edge when doing work up there. The drains for the roof are at the corners of the building and has the typical mold and fungus. There is nothing above the windows on the Second Floor only below them and below the first floor windows. It is not anywhere where there are not any windows so I do not think it is from the roof. Thanks anyway.

It might be oxidation from the aluminum window. Of course I am just guessing, but my trailer has an aluminum band around the top of it and when it rains a few days, I get light black streaks running down the trailer from this aluminum band. I use a big truck wash, I got from Sunbrite on my trailer and it comes off pretty easy. I don't know if this would help your situation but just wanted to give you alittle information since you seem to have the same type streaks that my trailer gets. Good luck! Hugh

Russ you mean up here right? I am in Florida and your above me! By the way are you going to Tenn for the roundtable on Oct 14? Hugh
