?? about filters

What is more common in your area, filters with lock handles or the hood design that the filters slide in.
I had a guy trying to sell me a thingy that allows you to remove the filters from the ground, a pole with fingers on it to grab the filters. My first thought was how do you disengage the lock handles? His answer was "well most places don't use lock handles" Well that is just wrong in my experience. Lock handles are used 8 out of 10 times in this area. What is your experience?
 
Virtually no lock handles in Southern California, and the thingy with fingers on it, well, if every filter you change is the same great, but if you are changing different brand filters at every stop...FAHGETABOUTIT! Way to time consuming!
 
I assume the thing is made to work with the filters they sell.
 
And it is adjustable, via wing nuts to work with other filters but not all that well.
 
Please tell me it didn't cost $16,000.00!
