What do you think? Turbo nozzle, Chemical, or paint over? How would you price a removal? Any suggestions, comments, recommendations welcomed.

If that is bare block, I would go for urban restorations bare block remover. It is amazing. You can do it either way. By the square foot if you have absolute confidence it will come off, or time and materials if you are not so sure

It is painted. I think I will try turbo nozzle or just let them know paint over it. I will let them know It will be an hourly charge if I turbo it. wouldn't chems take original paint off brick also?

If it is painted, paint it. Since black and red have a tendency to bleed through, I would hit it with Kilz and then paint it, to save yourself some aggravation.

Yes it looks like the wall is painted the turbo nozzle will do a decent job removing some of the failing paint but it will be a lot of work trying to get that all off and some will be left behind unless you really tear up the brick. Overall some being left behind is not necessarily a bad thing the cleaning will give them a better surface to paint on so it will hold up better without peeling. Defiantly a good coat of kilz or something to cover though after cleaning before the final coat.
