I have to bid on a job that has concrete pads under solar panels. There is biodegradable hydrolic oil leaked onto the pads. It is dried up. What would be the best chemical for hydrolic oil on concrete and some painted metal?

Anyone used caustic on red brick? I have a customer that called late today and wants a few car oil areas cleaned off the red brick driveway. All I have on hand is caustic for early tomorrow morning.
