Is this the result is a bad pressure washing job? Looks like it to me. I see this stuff EVERYWHERE up here.

Wood. I was just wondering if that is how the painting wore naturally for if somebody knock off a layer of paint with a pressure washer

Looks to be covered in bacteria. Definately needs a cleaning and some paint.

Looks like some ones half assed attempt to cover it with a semi solid stain. seems like prep was an after thought.

looks like either bacteria on the wood, or paint failing. The marks don't look consistent with high pressure washing. If it is hardiboard that is how it would fade out and ready for a paint job.

Doesnt looks like wand marks, but its definitely ready for a new paint job
