Stains on siding

brown stains on vinyl and aluminum siding around the eaves and under the front porch roof by porch windows and doors. Houses are on a busy street.
I've tried rubbing it with pool shcok on a rag and citrus solvent on a rag. Nothing has touched it. Could it be pollution? can it be removed?

What i always thought,that is embeded dust,dirt ,red mud dust,whatever,that will not come out.Usually i expect that it wont.Under the eves is where rain never took care of the siding, as soon you go below,it comes out.I have always seen this around older homes,not washed at all ever,or not in the long time.So i just tell the costumer,your siding is old,not cleaned before and everyone understands.
Is there a chem that will really work for this????????
