Proper disposal of reclaimed water?

Hi,
I live in the Houston area and we're trying to move from residential towards commercial pressure washing. We are set with the equipment to collect and filter the water, but I am having trouble finding information about proper disposal options for the reclaimed wastewater. If washing typical sites, like gas stations, or sidewalks, what are the options?
Can you collect, filter and run off in to the landscape? Do you ask the business on a case to case basis if they have a sanitary sewer system to dispose into? Should we get permitted and dump at an approved dump site? (which I can't find a list of for Houston) Should we try to find a place like a car wash that has the proper traps in place, and build a relationship with them to permit the disposal?
We'd like to do everything possible to be responsible and of course avoid fines, so any suggestions are appreciated.
